Escalation of BES incidents centers on real-time coordination between the Reliability Coordinator and the Regional Entity, with the applicable Transmission Owner or Balancing Authority involved as needed. The Reliability Coordinator is responsible for the secure, reliable operation of the bulk power system in real time and leads incident response and communications. The Regional Entity provides regional oversight and coordination, ensuring that reliability actions align with regional requirements and that information flows to the right entities (including TOs and BAs) to address the incident. This pairing ensures timely situational awareness, appropriate actions, and adherence to reliability standards.

Scheduling Coordinator and Metering Supervisor are focused on timing and measurement for operations, not on incident escalation. Plant Manager and IT Director are business leadership roles and not the formal reliability escalation path. Public Affairs Office handles communications, not the technical reliability escalation chain.
